This week, the trade body will issue a final ruling on a European complaint concerning commercial aircraft subsidies received by Boeing. The ruling, which will be released to the public once it is translated into several languages, will confirm an earlier finding that the U.S. aerospace company received relatively modest subsidies from the federal government over the last several decades. That will be followed a few weeks later by a second ruling on a European appeal of last year’s finding that Airbus has received much bigger subsidies. The latter ruling will confirm the previous finding that four European governments provided Airbus with massive, illegal infusions of funding throughout its history. The net effect of the two rulings will be to make Boeing look like a victim of predatory business practices at precisely the moment that the Air Force is planning to award the $35 billion tanker contract to its European rival. Perhaps a bit of history will help explain how we got to this point. <a href="http://www.goldvk.com/Game.gw2_us.Guild Wars 2.gw2.Gold.Info.aspx">guild wars 2 gold</a> Shortly after the 9-11 attacks, as the airline business was tanking, some Boeing supporters in Congress got the bright idea to jump-start replacement of aging Air Force tankers by leasing a hundred widebody airliners modified for the refueling mission. Boeing’s commercial aircraft operations were struggling, so the lease was a way of helping the company at a time when it was likely to offer a good price. Leasing is a common practice in the airline business, and Boeing agreed to give the Air Force the same terms extended to its biggest commercial customers. But some members of Congress such as Senator John McCain thought the lease sounded like a give-away to Boeing, so they pushed for a tanker competition rather than a sole-source award. Since there’s only one other commercial transport producer of any consequence in the world, that meant setting up a competition between Boeing and European arch-rival Airbus. But letting Airbus into the U.S. military market was a touchy subject, because it had been repeatedly accused of unfair trade practices by the U.S. Trade Representative — practices that had cut Boeing’s share of the global market from over 80 percent to less than 50 percent in two decades. So Airbus needed a U.S. company to front for its entry in the tanker competition. It first approached Lockheed Martin, which firmly rebuffed the idea. Then it turned to Los Angeles-based Northrop Grumman, which under CEO Ron Sugar was straining to expand into new defense-related business areas. The approach to Northrop was made easier by the fact that the U.S. unit of Airbus parent company EADS was headed by Ralph Crosby, who had once run Northrop’s military aircraft unit. After prolonged wrangling over terms, the two companies agreed to make common cause in offering an alternative to the Boeing tanker. One of the factors enticing Northrop Grumman into the fray was Air Force willingness to accommodate the unconventional teaming arrangement. Under pressure from Republican members of Congress — whose states stood to gain thousands of jobs from a Northrop-Airbus victory — the Air Force modified its request for proposals and its analytic model for judging the rival tankers. Boeing didn’t pay much attention, because it figured it was a shoo-in to win. That all changed on February 29, 2008, when the Air Force shocked Washington by awarding the tanker contract to the Northrop-Airbus team. The service declared that the modified A330 transport offered by Northrop and Airbus could carry more fuel, cargo and passengers than the Boeing plane, enabling new approaches to aerial refueling and other logistics missions. Boeing was stunned, not only because its own 767 widebody was much bigger than the planes being replaced, but also because it had been led to believe that “size didn’t matter” in the competition given the class of planes being competed. After some angry internal deliberations, Boeing launched its first formal protest of a weapons award in ten years, alleging fundamental errors by the Air Force in comparing bids. The protest was upheld by the Government Accountability Office on June 18, 2008, forcing the Air Force to start over with a new cast of characters and revised acquisition strategy. With too little time left to conduct a new competition before its term ended, the Bush Administration passed on what by then had come to be called “the tanker mess” to its successors. Once the Obama Administration was staffed, it launched a thoroughly revised tanker competition in September of 2009. However, the new approach was so demanding that Northrop Grumman decided it was through with bidding on tankers; as soon as Wes Bush took over from outgoing CEO Ron Sugar in January of 2010, he announced that his company was dropping out of the tanker competition. Airbus parent EADS decided to soldier on alone, convinced after its first-round victory that it could best Boeing a second time. That brings us to where the tanker effort stands today, on the eve of final offers by the Boeing and Airbus teams. Because the Air Force evaluation process was found to be unfair in the first round of competition, the new acquisition approach seeks to minimize subjectivity in making comparisons. There are 372 mandatory performance requirements for the future tanker, but they all must be satisfied before a bid can be made. Thus, the key discriminator in who wins becomes price — which is why the pending rulings by the World Trade Organization could prove so troublesome. To win, Airbus must bid no more than what Boeing is bidding for the 179 planes in the package — even though its plane weighs 28 percent more, and has 40 feet more wingspan. It appears that is exactly what the European company plans to do, raising the obvious question of how such a bid is possible. Airbus representatives are working furiously to obscure the true nature of their pricing behavior. For instance, Airbus CEO Thomas Enders stated in October that both Airbus and Boeing are guilty of receiving improper state aid, conveniently omitting that the WTO estimate of $20 billion in illegal subsidies received by his organization is about six times what Boeing received in the same period. More recently, an Airbus spokesperson has suggested to reporters that her company might be entitled to $45 billion in damages because of the improper subsidies Boeing has received — although WTO identified only about $3 billion in actionable subsidies given to Boeing, compared with $24 billion alleged by Europe in its complaint to WTO. In other words, Airbus is doing everything it can to hide the fact it is far more guilty of unfair trading practices than Boeing is. Underbidding Boeing was always at the heart of the Airbus strategy for winning the Air Force tanker competition. I know that because a senior Northrop Grumman executive told me that was the strategy when the companies first teamed on a tanker proposal. But what Airbus didn’t plan on was Northrop dropping out at a time when the Obama Administration was becoming fixated on U.S. competitiveness. That leaves the European company “standing against the skyline,” as the Marines like to say, seeking to claim a $35 billion prize from the Air Force without being able to explain how exactly it managed to afford the winning bid. It won by breaking trade rules on subsidies, and then leveraging those subsidies to submit a lowball bid the same way it often does in commercial transport competitions. The Air Force’s excuse for ignoring the use of illegal subsidies in pricing the Airbus tanker was that the WTO case confirming such subsidies was under appeal during the current competition, and therefore could not be legitimately factored into comparisons. However, the trade body will rule on the appeal at about the same time the tanker award is being made — probably to Airbus — and the ruling will undoubtedly confirm that Airbus has indeed been a chronic recipient of illegal aid enabling it to price products unfairly. In fact, the company is even now gathering prohibited launch aid from its European backers to fund development of a challenger to Boeing’s 787 Dreamliner. This puts both the Air Force and the Obama Administration in a difficult position. Having declared in his State of the Union speech that waning competitiveness has brought America to a new “Sputnik moment,” the President will be asked to award the biggest military hardware contract ever to a foreign country — mainly because it was able to leverage illegal trade subsidies to underbid its U.S. rival. That should provoke quite a political storm on Capitol Hill, where members have already alleged that predatory business practices by Airbus have cost the U.S. aerospace industry many tens of thousands of jobs. Most of the students prefer to use the platform of the do my essay for me cheap to do their work when they are not in the mood. Honestly, I literally did not like their services at all. It was also expensive at the same time. Definitely not worth the use in my experience.
